Today View

I have followed the instructions to add today view to my home screen, but after I swipe right, then tap on edit, there is no option anywhere to keep Today view on my home screen. Plus when I swipe right, it moves to a new full screen. Why am I not being offered this option?

On iPad 2018 13.1.1 I can’t get today view to come up when I swipe right How do I get today view to come up on iPad 2018 OS13.1.1.? It won't come up when I swipe to the right.
