I'm running 13.3 and having issues uploading Excel files to iCloud. Phone shuts down. iPad shuts down.
Excel files will open for viewing but unable to forward in email or upload to iCloud.

I am not sure why you are not getting "Save to Files", option. You are not saving it as an xksx or xls file. You are saving it as quick view pic file.
Do you have following apps on your iPhone. If not download it from App Store.
To enable Files app after it is downloaded, Also Download any one of the following apps Adobe Acrobat Reader, Pages or Garage Band

Thank you for the input. I would suggest this be reported as a bug in the most recent software. I have saved / sent / viewed Excel files for years without incident. My co-workers are having the same issue.
This issue started with most recent iOS.
If it is a software bug then if you have it, I also will have it. Since I do not have it, please look at the way you handle your iPhone.
However, I do not want to get into this anymore...

What happens when you click share icon? It looks active.
The share icon actually converts to a zip file.

Unfortunately the file does not save in original format and is not usable.
