Verizon Ipad Pro 11 trying to use on T-Mobile partner networks

I have a Verizon Ipad Pro 11 with the US Verizon iPad Policy on it. I am switching to T-Mobile. When I put the T-Mobile Sim in it works fine when I have T-Mobile Towers. When I don't have T-Mobile Towers it will not connect to T-Mobile Partner Networks even thought I can see various partner towers.


I have tried resetting the network connections and manually connecting to various partner towers all suggestions by T-Mobile support. I verified with Verizon that my Ipad was unlocked.


It seems to me that my 3g radio may not be working but if that was the case then I shouldn't be able to see the partner towers.


Any ideas?
