Strange things have been happening since I started using OS 10.15.1 on my Mac. For one, my Bank's bill payer will not load because it thinks cookies are blocked (Apple>Preferences>Privacy Block Cookies and Prevent Cross Tracking are unchecked). Also, I now have to use Chrome to log into Costco website. The website won't recognize my PW using Safari. This all started after I upgraded to Catalina. Any thoughts?

These third party sites obviously have a problem with Mac OS. Try Firefox for your bank, it uses less resources than Chrome. And, Firefox allows you to clear history without clearing cookies and has several options not available in Safari. Reinstalling the OS will not be helpful as it is obviously a compatibility problem. I experienced this type of problem in an earlier OS and I contacted the webmaster of the business involved and asked that they update their site to be compatible with Safari xxxx. They did.

Try Clearing Your Temporary Internet Files: History and Cache
Cleaning your history would rid of all login credentials. Clearing the cache would result in all sites to loading like new and to a clear up-to-date default appearance

Reinstalling the macOS:
If Safari Troubleshooting is of no success, then reinstall the macOS. Safari may not have been completely installed
First, Create a Time Machine backup:
Important: Create a Time Machine backup of your Mac, so that you can have something to restore your Mac from, should anything go wrong with the reinstall.
Reinstall the macOS:
Create and Use a Bootable Installer - Create one for 10.15 and then install from it. Or, if you prefer, create one for 10.14, and stay away from 10.15 for the time being.
For Note: If you reinstall the macOS, nothing would be deleted. All intended, original files and apps that came on your macOS would be reinstalled. It’s all about keeping your system files intact.
Cache was cleared (Develope>Empty Caches) and history cleared (History>Clear History>"Clear All History"). Unfortunately, the problem remains. Again, this does not occur on my iPad and an old MacBook air running OS 10.10 and did not begin occurring my the mac until OS 10.15 was loaded.
It is now macOS Catalina 10.15.2. I don’t know if typo, but try upgrade the macOS to see if still having issues.
