Apple store not working

I’m trying to use apple store for the first time and it keeps telling me I need to review my account information because the Apple ID has not been used before when I try to download an app but when i review the information (all the details are correct) it still doesn’t let me download an app and it says to contact apple store

contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
