Trying to access old iCloud

If I don’t have the original device anymore that had my old iCloud and old phone number how do I change the number for to my new one so I can get access to my old iCloud?

You are setting up new iPhone https://support.apple.com/en-in/HT202033

Sign in with your old Apple ID and password used with old iPhone on your new iPhone , if the applications were synced with iCloud server in old iPhone , see this https://support.apple.com/en-in/guide/icloud/mmb1de40d9/icloud

And you had used the designated storage limit , that application data will again start syncing .
