I have been noticing that I am loosing battery power even when the iPhone XS is turned off?
Last night I turned my phone off with 100% power showing, when I turned it one this morning it was showing 27%?

If you mean that you turned the phone off completely by holding the side button and Volume Up simultaneously until Slide to Power Off appears and you then did that. And when you next start the phone the battery charge has decreased you have a defective battery. The phone uses zero power when it is powered off.
But the screen shot you posted shows that the phone was powered on from 12h00 to 23h50 or so when the battery was draining.

You may have apps running in the background. What apps are highest in the list just below the Battery Health?
You can disable them via Settings > General > Background App Refresh.
Social media apps are a common cause of battery drain when the screen is off.
Can I know the IOS version you using? Apart from that, any hardware issue or running diagnostic test with call center? staff
Is your Face ID intermittently working or keep on circling, and error message indicates' Face ID will be available when iPhone it's cool down'
I experienced this since update on Christmas eve to 13.3 . Currently on developer beta 2 13.3.1, issue still persisting
The option is Off because you are in Low Power Mode.
Either manually turn it off or wait until the battery has charged enough to do so, then check again.
Lawrence has a good point - some owners incorrectly assume their phone is powered off when the screen is off.
Unless you manually Slide to Power Off, the phone is still on even if the screen is off. If the phone was truly off, you would not be able to receive phone calls or text notifications.
To confirm this, try calling your iPhone from a different phone - if it rings, your phone is still ON and only the screen is off.
Hello, thanks for answer, that option is Off. But the problem is that the battery drains when the phone is power off.
