How to share videos between iPhone and iPad with slow internet?

I am on vacation for two weeks where I have very slow internet: about 0.1 Mb upload speed. I often work on my iPad with photos and videos that are taken on the iPhone. Normally, they sync fine via iCloud Photos and I don’t have to worry. With slow internet, my iPhone is still uploading video from yesterday, so I cannot work with it on the iPad.

I have tried using the MacBook as a content cache and sending the videos via airdrop, but videos sent via airdrop show up on iPad as duplicates with the wrong date and time. Worse, even through I deleted the airdropped videos on the iPad, it is still trying to sync them to iCloud, slowing the iPhone upload speed even more.

Right now I am driving to a coffee shop just so that my three devices can sync. What is a better way to sync photos and videos with a slow internet connection?
