iCloud Activation Locked

I purchased a iPhone 6, but there is an iCloud activation lock for the phone, I am not in touch with the original owner of the phone whose ID is in the iPhone. Please solve this issue.

It can only be solved by the original owner. Only they can remove the activation lock. If you cannot do that, the phone is useless. Your only option is to return it to wherever you bought it for a refund.
