Procreate Purchase Problems
I have an iPad 7 running IOS 13.3 and when I go to the AppStore to purchase procreate, it says the app is compatible with IOS 13.2 and won’t let me buy the app. These are the screenshots below.

Other people are having the same problem with that app e.g. I can’t buy procreate on my ipad pro - Apple Community
You could contact the developer, or wait a few days and see if they fix it
