IOS 13.3 software update on iPhone 11 stuck after pressing "Install Now" while transferring from old iPhone SE

My new iPhone 11 is stuck with a spinning circle below the words "Install Now" after I pressed the "Install Now" button. What do I do? It has been like this for hours. I even stopped the transfer on the old iPhone SE, but that didn't do anything in terms of advancing the update on the new phone.
