iWatch (Series 5) Battery Percentage stuck at 100%

Problem:

Battery shows 100% most of the time. It worked correctly since I bought it in Sep 2019 when the Series 5 was first released, but in the last week or so it's become progressively inaccurate.

Usage:

I typically charge it to 100% with stock charger for about 30-60 minutes around 9 PM, then disconnect and wear it all night. It gets a simple boost from about 90% to fully 100% for 30 min at 6 AM. It's good for the day, and level typically drops to 40-60% by bedtime.

Tried:

Went through all the suggestions in https://discussions.apple.com/thread/8259709

except for the final setting up as a new watch. The last step I did was ...

"When setting it up again, initially choose to Restore from Backup. Most

data and settings will be restored, with some exceptions (eg Apple Pay

cards, passcode)."

iWatch shows ver 6.1.1 (17S449) and my iPhone XS Max ver 13.3

Questions:

  1. Will the constant 100% display cause the iWatch not to charge fully? (ie, does it think it's charged enough already when it's really not there at all?)
  2. How to fix?
