ipod Messaging does not work

I have a new iPod for my daughter and I have set her up with an Apple ID on my family sharing. I setup the iPod (it is a separate device, not linked to my iPhone). The setup went well, except imessaging and FaceTime do not work. When I go to settings, I get an activation error. Any advice?
