itunes will not connect to iPad

iPad says it is disabled and to connect to iTunes. However iTunes will not connect to iPad. I'm unable to use passcode as the iPad was powered down too long.

If the iPad is disabled, then see this for instructions. If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
