iOS 13 “My Photo Stream” Corrupted Files in 3rd Party Apps

Ever since updating to iOS 13, there has been a bug that is a HUGE inconvenience — and this is NOT a problem isolated to me; anytime still using My Photo Stream is having this issue. I have NOT enabled iCloud Photos, so I am still storing all my photos locally on my iPhone. However, I have the “My Photo Stream” tab ENABLED, so I can access me most recent photos on my iPad. Here’s the problem. I can view the “My Photo Stream” photos on my iPhone and iPad just fine — they are displaying in a slightly compressed 2048x1536 resolution (which is totally normal), but are still working as intended. The problem begins with how iOS handles displaying Photo Stream photos in THIRD PARTY apps. Whenever I open another app and try to select a Photo Stream photo to view/share, it says, “Could not open Photo. Please try again in a minute”. Upon further investigation, it appears iOS is rendering these Photo Stream photos at only 0.3 megapixels, and in many cases corrupting them as well. And no... I do not have “Optimize storage on”, because again, I’m NOT using iCloud photos, so that is not even an option. Can anyone else try to reproduce this? This is what I get when trying to post a Photo Stream photo on is Instagram — keep in mind, this is NOT isolated only to Instagram, but every single third party app out there. I am merely using this as an example.
