Time zone issue with iPad

My time zone button is just a spinning and I can not toggle on or off my set automatically button on my iPad. My time is two hours slow.

iPad Pro 10.5-inch, Wi-Fi

time zone setting not updating I have my phone set to automatically update the time zone. But the current zone won't set. Next to Time Zone in settings it just keeps spinning. I have location services on and set automatically on. Wifi is connected and working. Phone broken? Or some other setting I'm missing?

It is a brand new ipad we just unwrapped yesterday morning.
