My iphone 7 says invalid imei when my carrier try's to activate the phone and it is unlocked, customer service representative confirmed also. HELP, PLEASE! New to this I have transferred everything from the se that I had for 2 days to the 7 and the 7 is now doing the iOS 13.3 update. What do I do. I need a phone the se was really my son's I was just playing with it.

Sounds to me like it's been blacklisted.
That's done by the cellular carriers, not Apple.

The iPhone 7 came in 2 variations. Those sold for use on Verizon and Sprint have CDMA hardware, those sold for other carriers do not.
If the phone was originally sold as unlocked or for use on AT&T or T-Mobile, it will NOT work on Verizon or Sprint.
It does not contain the necessary hardware.
Service is Verizon and it has been confirmed to be unlocked and not on a blocked list and shows this
