I understand from your post that the Simplified Chinese handwriting keyboard is missing from your iPhone since updating to iOS 13.3.
This keyboard is still available with iOS 13.3. Let's make sure it wasn't disabled for any reason, and if it was, we can just read it to your list of keyboards.
On you iPhone, do the following:
- Go to Settings > General > Keyboard > Keyboards
- If you don't see the keyboard listed, tap "Add New Keyboard..."
- Scroll down and tap "Chinese, Simplified" and tap "Handwriting" on the next screen and a check mark will appear next to it.
- Tap "Done" at the top right of your screen.
Your iPhone will show "Chinese, Simplified -- Handwriting" in the list of Keyboards. You can tap "Edit" at the top right and you can rearrange the order this keyboard is listed in for easy access.
