Why is Call Blocking & Identification not shown in Settings > Phone? I'm Using iOS 13.3 on a iPhone 11 Pro Max.

Why is Call Blocking & Identification not shown in Settings > Phone? I'm Using iOS 13.3 on a iPhone 11 Pro Max. I've checked all of the available choices under Phone. I do have the Blocked Contacts choice which lists all of the telephone numbers I have blocked. Since the phone is new, I have also tried a shutdown/restart just in case. Screen shots attached.

No, this is not normal. There should be a choice that says Call Blocking & Identification (right above Blocked Contacts) which allows you to use apps to block calls. This is per Apple's instruction on this site. It's on my iPhone XsMax with iOS13.3. See the new attached image. It's been there on all my other recent iPhones.
