can't find arrangement tab in display system preferences
trying to connect an lg screen to 16" Mac book pro. Can't fine the arrangement tab in the display. Monitor is not turning on.

That will only appear if it recognizes that another display is connected.
How are you connecting the display to the Mac?
You need a USB-C to Thunderbolt or DisplayPort cable (or an adaptor from one of those to DVI or HDMI).
