iMessage error occurred during activation

so this is my brothers phone and i’m trying to set up iMessage and FaceTime for him without a sim card in his phone as he’s young. this used to be my older phone and recently signed into his phone with his iCloud (connected to family sharing) does anyone else have this problem? when i try to log in it doesn’t give me the option as the sign in button is greyed out and doesn’t have a bar to put a password - though i wouldn’t think that i need one? can anyone help me out? thanks

(if it helps the phone is 6S)

If I understand your post correctly, you aren't getting an error message, you just can't sign in?

Have you checked Settings/Screen Time for any restrictions?

Try a restart.

Restart your iPhone, iPad, or iPod touch

Try a forced restart.

Reset Device

If necessary

Hard reset

If there are restrictions in Screen Time that are preventing access, you will need to restore the device to factory settings. Do not restore from a backup made when the Screen Time code was active.

If there aren't any Screen Time restrictions, do a backup and try a factory reset. Then restore from your backup.

Restore to Factory setting

Backup - Restore your device from an iCloud or iTunes backup

so when i try to press sign in, it’s greyed out and won’t let me sign in. but when i click on the email and click ‘enter’ on the keyboard it comes up with the error message saying ‘an error occurred during activation’. i’ve tried restarting and all of that, but i haven’t tried factory resetting and restoring backup. but i’m not sure if that would work because i believe the problem might be a problem in iCloud
