How to find photos NOT in albums
The previous answer: Photos..is not...any as a smart album, but in the latest OS, Catalina, there is not an option for "any". Please help! Thanks

I should add that I started pulling photos onto my desktop and "deleting" them in the albums, thinking that I would be left with the stuff to sort...until I realized I was just deleting them from the albums :(
You must have Photo is, not Album as I did.

Perfect solution. However, I've had a few problems where the smart album is not showing the correct photos - any idea why? I've created two smart albums with the same filter and I get different results!
Have no idea. You might try launching the library with the Option+Command keys held down and repair the library. Then see if that helps.
Also as a test launch Photos with the Option key held down and create a new, test library. Import some photos and test to see if the same problem persists. Does it? (This tells us if the problem is limited to your current library or is more wide spread)
You might export the photo from the two smart album into the test library and then create the smart album to see what you get.
Thanks Old Toad. Will try everything you suggest. I may also try using Power Photos to merge the existing library into a new one. I had previously used it to merge 2 libraries and I may have picked up a few errors along the way.
