To restore your iPhone to factory settings, you need to perform these steps:

Create a full backup of your device, then restore your iPhone following the instructions provided in this support article and, in the end, set it up as new:--> Restore your iPhone, iPad, or iPod to factory settings - Apple Support

When done, restore your data from the previously made backup, with these steps:--> Restore your iPhone, iPad, or iPod touch from a backup

But, if I do not misunderstand your description, you have encountered error 9 during the process. In such a situation, take a look at this guide:--> If you see error 9, 4005, 4013, or 4014 when you restore your iOS device - Apple Support

If you still get no help, contact Apple support direcly, as suggested at the bottom of the last guide, clicking on "contact us" written in blue.

Regards

Giulio
