How do I sync my own ringtones with Finder in Catalina?

It used to be handled in iTunes, now it's supposed to be in Finder, but I don't see how to make the tones show up in the pick list in "Sounds & Haptics". It did sync, but it's in my music app and not visible in settings.

iPhone 7, iOS 13

Yes. I found the link you shared, which sends you here: https://support.apple.com/en-us/HT201253.

Then, if you're using Catalina, sends you here: https://support.apple.com/en-us/HT210611.

That page talks about sync, but conspicuously excludes any mention of tones.

I eventually got it by deleting it from my library and dragging it over into the finder window for the iphone that had a list of all of the songs (and avoiding the Music app entirely).

I meant this part...

"Use custom ringtones

.....

And the last link tells you how to sync with Finder. (Music app does not come into the sync), but you found a way to do it anyway. I hope it stays there next time you sync.
