This question was answered in the negative in 2010. Has there been a change since then? I'm using Pages 8.2.1.
The feature is very useful in Word when writing and editing because it makes it easy to see and refer to another section of the same document.

Nothing has changed. You can view two parts of the same document concurrently, only if you have the same document opened from different folder locations. Apple never set a goal that Pages would be a Word clone, so you are bound to find many more differences.
