just reset iPhone 11 to correct a previous issue with notes not working. Now when trying to open notes receive restrictions enabled......... To use this app turn off restrictions. I think I have. Restrictions off, but still not working

I have the same problem and parental restrictions are disabled. There's no one else using the phone but me, so there's no family sharing either.
