ApplePay Transaction Declined

I've been getting the runaround on this---from Apple, my bank, and the merchants. I use ApplePay all the time with no problems, except with two merchants where the transactions are ALWAYS declined. The merchants (Whole Foods and Graul's Market) swear I'm the only one having the issue with ApplePay. I've talked to my bank, Apple Support, and been to the Genius Bar to have the NFC hardware checked on my phone. I'm perplexed and the Genius Bar person had no solution. Anyone else have this problem? Is there an online place to report issues with ApplePay?
