ApplePaySession.canMakePaymentsWithActiveCard returns false

Hello, we use CloadPayments (https://cloudpayments.ru/) service as a payment processor. They gave us an Apple Pay merchant id - '4042580'. We also hosted a domain verification record on our server (https://payment.konsierge.com/.well-known/apple-developer-merchantid-domain-association). But ApplePaySession.canMakePaymentsWithActiveCard always returns false. On other sites that support ApplePay on this MacBook, the ApplePay button is visible. What could be the reason?
