My Macbook Pro has a virus or a malware problem as whenever i try open Finder or System References it says it has quit unexpectedly and to fix the problem i need to go into my settings but i can’t get on any of my apps. i’ve tried to restart with Safe Mode and nothing seems to work. will this cost me a lot of money to fix ?

It is highly unlikely your Mac has a Virus, Malware could be possible but would not cause the symptoms you describe.
Since Safe Mode did not work, you cannot get into System Preferences among other things I would suggest you restore your Mac.
