On an iPad 4 with all updates, webpages don't open to full screen

Why won't webpages open completely instead open only as a thin rectangle along the right side of the display?

Are you referring to an iPad mini (4th generation) not an iPad (4th generation)? Please refer to the following Apple Support document.
