sync photos from PC using itunes

In iTunes I can choose to select certain folders from my PC pictures folder and this has worked fine in the past as I have folders 2002, 2003, etc. I have tried to add folders 2019 and 2020 by ticking them and then pressing sync. iTunes goes through the motions of analysing photos and doing "stuff" but these folders and their contents do no appear on my iPad. I am using Ios 13.3 and its a 2018 iPad with plenty of free space.
