Icloud locked phone

I bought a Iphone online, but it is Icloud locked and I do not know what to do now? What can I do to unlock it? Tried contacted the seller but no luck. Can anyone help me?

Nothing; the activation lock is an anti-theft measure. Ask the people who run the website you bought it through for a refund.
