So I had the option to upgrade to iOS 13.3, and it was available for a week. This morning, while I was listening to music, it got kinda pushy and I put that I don't agree. Now I'm ready to upgrade, but it looks like the option to upgrade has disappeared. I went into Settings, and I used to see the option to upgrade right underneath "About", but it's not there anymore. So have I lost the right to upgrade forever?
