iCloud login
I got a secondhand iPad but the Original owner doesn’t remember the iCloud set up on the device. How would I get past that issue ends be able to unlock the device?

You can’t. Unless he can remember the Apple ID and password that was used to lock it, your hands are tied and the iPad is useless. If he still has the receipt and he would be willing to take the receipt and the device to an Apple Store, they may be able to help unlock it, but that would be your only hope.
Give it back to him and ask for your money back.
