iPad stuck loading on payment screen
My ipad is stuck loading...when I try to purchase an app it says I need to manage my payment but wont open

I have the same issue - it says I need to manage my payments but it just sits hung up on the page with the little circle spinning around and around.
I have a payment card on my account, and I have tried restarting the IPad but to no avail.
