"Manage Payments" freezes on iPad (IOS 9.3.6)

Attempting to verify/update payment information

I open iTunes & AppStore; open Account Settings; then try to open "Manage Payments". That's when I get the eternal spinning wheel and the window never opens. I've waited up to 15 min.

When I click continue it takes me to “Manage Payments” but it will not let me change anything as the “edit” button is greyed out. What is my next step? It will not use my Apple balance either! Cannot change payment I followed the directions above to change payment method on iPad until I’m supposed to click “manage payments”. That button doesn’t exist on mine. What can I do? I’m trying to make an app purchase and keep being told my payment method is expired. When I go to change it I get an error message. So maybe this is two separate issues. But ultimately, how do I update/ add new payment method to make app purchases?

Can’t update Payment method problem. iOS 12.4. iPhoneXS Max When I try to update payment method, I can not access payment page. Receive “encountered a problem. Try later.” I’ve tried all I can find. Gone on for a month.
