Cannot Manage Payments

When I try to buy anything in my IPad it tells

me “Verification Required”. When I click continue it takes me to “Manage Payments” but it will not let me change anything as the “edit” button is greyed out. What is my next step? It will not use my Apple balance either! Any help is greatly appreciated!!!

Cannot change payment I followed the directions above to change payment method on iPad until I’m supposed to click “manage payments”. That button doesn’t exist on mine. What can I do? I’m trying to make an app purchase and keep being told my payment method is expired. When I go to change it I get an error message. So maybe this is two separate issues.
