Cannot Manage Payments

When I try to buy anything in my IPad it tells

me “Verification Required”. When I click continue it takes me to “Manage Payments” but it will not let me change anything as the “edit” button is greyed out. What is my next step? It will not use my Apple balance either! Any help is greatly appreciated!!!
