How do i start the download process of my music onto a new Mac from previous HP laptop?
Do i have to click on each cloud on each song to download the whole library?

See Move your iTunes library to a new computer - Apple Community. You can select a range of items to download in one operation, but that isn't generally what you want to do when moving from one computer to another as you'll be leaving data behind.
