iPad Air (4th gen) Messages, FaceTime not working

I have a purchased a refurbished iPad 4 (Air), and for some reason I cannot get Messages and FaceTime to work properly. I performed the setup by connecting my phone via bluetooth. It pulled in my contacts, mail account, etc., but Messages and FaceTime options are greyed out. When I go to Messages in settings, I am prompted to connect to my Apple account, but when I enter my credentials, I get a spinning wheel, and it doesn't resolve.

If this doesn't help, I'd recommend you contact the seller of the refurbished iPad.
