The article below will assist you with resetting the password for the Notes. Keep in mind this only affects (New) notes that are created. Older notes that were password protected already will still require the old password in order for you to unlock them. You can then remove the password from the old note, and re-apply the lock with the new password as needed.
If you forgot the password all together, sadly there is no way to reset the password to those locked notes, not even Apple is able to reset it for you.
