Apple Watch 4 activation lock delete needed

Purchased a new never used Apple Watch 4 from a lady I know and it had never been opened or used, she’s using a 5. I went to set it up and it had an activation lock, she didn’t know how or what to do but of course she gave me her iCloud info and we logged in to delete the watch but it wasn’t online and is set to erase but still is grayed out and offline. I updated it & it’s backed up to my Apple ID but still behaves weird, I can’t pick out a WiFi so how am I supposed to get it online for the activation & her info to be deleted. She’s older & clueless just as am I on this. I know if I reset it I’ll keep having to log in with her iCloud and then take 6 hours to back it up to my Apple ID. Anyone know how to the watch deleted from her iCloud? Sounds simple but has proven not to be.

If the watch has never been used then it can't be activation locked,the act of pairing and setting up the watch puts an activation lock on it.Ask the lady to follow these steps with her apple id;
