I just created the exact same reminder you tried and it worked perfectly.
When I get messages from Siri like that it is because I'm not on the net.

It was connected on a 2.4 GHz band. Still, this:
I just updated my watch to the latest watch OS. Tried the reminder again.;
However, it did create a reminder.
