How I can re-upload removed photo/video to my iCloud Photo Library ?

I want to upload back a lot of important photo/videos from my PC file-backup(not iTunes) after iPhone reset (battery drain, slow works, slow access photo library - I guess reason was because of huge Social messenger cache that occupates ~90% of 128Gb device, but old iOS version detect it as "system other")

into my current existed huge iCloud Photo library (~50000 images + 5000 videos)

(especially I want to import back a lot of "live" Photos of our toddler 1st year).


I subcribed paid 2Tb service for that task - and still hope some one will help me.


Once I tried to upload one live photo for test - found live photo icon, but after mouse over on icloud.com it marked as corrupted,


only static image was there and following icon: sometimes I can see that icon on new created live photos, why it can be there ?


I removed that photo from ICPL (from "Recently deleted" also).


But now I can't import it again (from iCloud PC application logs, path: C:\Users\User\AppData\Local\Packages\AppleInc.iCloud_nzyj5cx40ttqa\LocalCache\Local\Logs\iCloudPhotos.2020-01-02_2336.log there are warning for both files

" .... icloud photo was ignored by the uploader WARN ***"

seems that photo already added, am I right ?


I tried second photo - and it succesfully uploaded as live - means it is possible and my import steps was correct.

Is there the ways to re-upload again 1st live photo a couple of files ( IMG_5738.JPG + IMG_5738.MOV )

if it is removed ?


I should make it unique(change metadata,size etc.) to make new hash or ... ?

or I can reset local PC hash info. "Who detected" that photo,video already added - client or server side ?


I found that client keep in local PC SQLlite db file hash records - can I drop/edit that info or it is server side issue? :


It is good feature to avoid duplicates, but in my case it is pain point.

I worried that if I will upload many other files, that issue can happen again and again.


I called to Apple support hotline for this question - they didn't know how to do such kind operation.


But they has possibility(of course after I answered security questions) to restore removed image(even it is removed from "Recently deleted" list). Now that restored photo is simply static. And I can't reupload dynamic MOV file - the same warning from logs. Means hash information about it still there.


If I will try to install iCloud on another PC for test it will start to download my current 50'000 new files (in new version for Win10 from MIcrosoft store there is no option to uncheck [ ] download, just sync or not)


I didn't know other 3rd party cloud services to manage photo libraries (Google Photo - I will lost image quality and live photos and face recognition is not so good etc.). So only way is fix that issue to keep all in one place in icloud.com . And there no such feature like video creation base on collection (Memories)


P.S. I very sad after I didn't find Ukraine in support country list (no phone support), I can't call Russia number from outside. Why? There are so many users officially bought Apple devices and use it long time.

Looks like ICPL client ignoring upload file base on db records:

after remove db test file succesfully uploaded:

(c:\Users\User\AppData\Local\Packages\AppleInc.iCloud_nzyj5cx40ttqa\LocalCache\Local\Apple Inc\iCloudPhotoLibrary\client.db-*)



just one error is there in logs, but may be it because those files uploaded separately as photo and video not as live photo:
