Screen time for ios 10.3.3

Hello everyone. I gave my daughter old but still good works 5C with latest (for it) iOS 10.3.3. At first i saw her screen time, but then no info about it and (of course) limits doesn't works. A read that parental control with Screen time works only if you have the same iOS version. With my son's 6S everything works well, cause it has same 13.3 as my iPhone 11.

Is it any way to limit screen time for old versions of iOS? I know how to limit downloading and deleting apps, how to prevent in app purchase etc etc and already did it. But how to limit time of usage of device and apps?
