No Screen Time in ipad 2 - how to use parental control

I have an iPad 2 that's now my son's - I set up an Apple ID for him but want to set restrictions/parental controls - is that even possible on an iPad this old? It doesn't have a "Screen Time" menu which is how the instructions tell you how to set parental controls.
