Catalina dictionary app cannot add new builtin dictionaries on mbp 16

hey!

Mac OS 10.15.2 (19C57), mbp 16 (2019)

Dictionary app cannot add new dictionaries. Whenever clicked on new dictionary name (to add it with dictionary prefs) it’s getting unchecked immediately. Yet it gets displayed on main window bar though without any proper functioning.

I know from other discussion thread the issue was marked as solved but in fact it’s not. I don't want to manually install anything to fix promised functionality and especially to mess around with system stuff as suggested by

amazing @scheeko. That's why I'm buying premium priced apple products – not to have this type of issues. So the point of this thread is just to mark the issue again to apple co folks out there.
