WRITE YOUR MAIL ✉️ IN ALL CAPITAL LETTERS AND MAKE SURE TO IMMEDIATELY CALL THE RECIPIENT 📞 AND THEN SEND AT LEAST TWO TEXT MESSAGES 📲 TO CONFIRM‼️

Oh, wait, sorry, that's how to get your mail messages ignored. My bad.

As was indicated in an earlier reply, the Apple Mail.app mail client doesn't support setting sender priority.

There are some other mail clients and tools that do allow setting that.

I've had times when I've used a mail rule to expunge any priority settings on arriving mail, as the sender and recipient priorities have differed. Spammers and some marketeers made very heavy use of that message priority setting for a while, completely polluting the inbox.

If the arriving mail is a priority that both parties can agree upon, then the receiver can or will have rules and the VIP setting to process and display that priority.

If you have a message that requires rapid response, then mail is probably not your best message distribution medium. Mail messages routinely disappear, and that's only going to get worse. (And setting sender priority may well be an attribute that increases the chances that your messages getting flagged as spam, too.)
