Cellular Update Failed

I got my iPhone 11 Pro Max about 2 weeks ago and yesterday the "Cellular Update Failed" notification came on my phone and I am now unable to make calls, receive calls, send messages etc. What can I do to fix this problem? I've tried taking out the SIM Card as well as hooking the phone up to my Mac but nothing seems to solve my issue. I know that my iCloud storage is full and I'm not sure if this may have something to do with the problem...
