You need to activate the cellular data with your carrier first.

Did you open the SIM tray and check if you have any SIM in there?

Thank you. This indeed is a iPad (4th generation) Wi-Fi + Cellular. A few months ago Apple published an update for these legacy iPad models that required to be updated to in order to continue using cellular data. If an iPad was not updated by the given date, you would have to fully restore the iPad to factory settings in order to use cellular data.
